Request for Proposals: Consulting Services to Establish a Trade and Investment Promotion Agency in Trinidad and Tobago

The boxes are available and open during the entire tender process. Persons can deliver their bids to the Ministry of Trade and Industry from 8:30am to 4:00pm, Monday to Friday. Please note that bids cannot be submitted on public holidays and on the 17 June, 2022, the closing date for all bids, the tender box will be closed at 2pm.

The Letter of Comfort will suffice for the submission and should be accompanied by an indication of when the Auditor’s report would be submitted and/or why same has not been completed.

It is expected that the project will begin as soon as contract negotiations are completed with the selected bidder.

The new organization will be accommodated in a single location.

The Communication Change Management Plan should target main stakeholder groups as advised by the Consultant.

It is not anticipated that there would be need for follow-up guidance and support after the completion of the project. Given the duration of the Change Management contract it is envisaged that the consultant would be present during and after the establishment of the proposed agency to appropriately support the pre-; mid-; and post-transition processes.

No, the MTI, IMC and Board of Directors have not approved the structure and staffing requirements for the new agency. This is the subject of the Consultancy for the Provision of Human Resource and Industrial Relations Services for the Establishment of a Single Trade and Investment Promotion Agency for Trinidad and Tobago, the output of which would include the Organizational Structure and Job Descriptions.

The Ministry of Trade and Industry is in the process of completing the legal establishment of the proposed institution. Upon completion of this process the Board will be appointed. It should be noted that staff of the proposed institution have not been appointed.

It is expected that both consultancies would begin around the same time and would run concurrently. However, the Consultancy for the Provision of Human Resource and Industrial Relations Services (with a duration of 5 months) will end prior to the completion of the Consultancy for the Provision of Communication and Change Management Services (with a duration of 8 months).
